Aubry Mangloa Hocog, the second youngest daughter of George and Lucy Hocog, is a proud Gilita from Rota and a devoted mother. At just 20 years old, she earned a Bachelor of Arts in Political Science with a minor in History, followed by a Master’s Degree in Public Administration and a degree in Education. She is currently pursuing her Doctoral Degree in Public Policy and Management. Her strong academic foundation has guided her lifelong passion for education and public service.
Aubry began her career as an educator, teaching U.S. History and Government at Rota High School, Simon Sanchez High School, and Astumbo Middle School. She also served as an adjunct instructor at Guam Community College and Northern Marianas College. In 2015, driven by her dream of running for public office, she returned home to Rota and joined the Mayor’s Office as the Special Assistant for Programs and Grants under former Mayor Efraim Atalig. Since then, she has served on numerous government boards, including as Chairwoman of the Northern Marianas Housing Corporation, the Commonwealth Economic Development Authority, and as a member of the Commonwealth Utilities Commission and the 2nd Marianas Political Status Commission.
In 2022, Aubry Hocog made history as the youngest and first female elected mayor of Rota. Her leadership is defined by a commitment to progress while honoring the island’s cultural heritage and natural environment. She has led major infrastructure projects, including new pavilions and upgraded sports facilities, and secured funding for a modern multi-stage complex to meet the island’s growing recreational and cultural needs. Her work reflects a vision of community development rooted in tradition and driven by innovation.
Beyond infrastructure, Mayor Hocog is a strong advocate for environmental sustainability and cultural preservation. She championed the enhancement of the Hatdin Amot Facility to protect traditional medicinal practices and launched the 1,000 Fruit Tree Initiative to promote food sustainability and ecological health. Through her “Na’ Gatbo Luta” campaign, she has inspired community pride by leading island-wide cleanup efforts and encouraging public participation in environmental stewardship. Mayor Hocog’s leadership continues to shape Rota into a vibrant, resilient, and culturally grounded community for future generations.
