Frank M. Rabauliman is a dedicated public servant in the CNMI. He currently serves as a board member for both the Commonwealth Economic Development Authority and the Commonwealth Utility Corporation, where he helps with the CNMI’s economic and utility matters. Frank is also an active member of the Carolinian Advisory Council, supporting the work of the Carolinian Affairs Office, and was an authorized official at the 13th Festival of Pacific Arta and Culture.
As the Secretary of the Department of Community & Cultural Affairs, Frank oversees several important divisions, including the Commonwealth Council for Arts & Culture, the Chamorro-Carolinian Language Commission, the Historic Preservation Office, and Department of Youth Services. He also manages programs like the Child Care and Development Fund, the Child Care Licensing Program, the Low-Income Housing Energy Assistance Program, the Nutrition Assistance Program, and the Office on Aging.
Frank’s work reflects his commitment fostering a strong sense of community and preserving the CNMI’s cultural heritage for future generations. Through his leadership and dedication, he continues to promote the CNMI’s rich traditions while ensuring the well-being of its people.
